Its been on my to do list to add a mid cleat to my 205 osprey. Is it advisable to use the powdered coated cap insert as a mounting point? ( that's where access for backing plates /washers are) This is all about keeping the boat well forward in the slip, and not really a hard strain point as there 4 other tie/off points .

Mount them anywhere you like. Use a quarter inch or three eighths inch aluminum backing plate and thru-bolt. Pop-up/recessed cleats are the way to go for spring lines.
